Prohibited Political Activity
In the height of this year's election cycle, it is important to remember that as classified state employees,
Article X, Section 9 of the State Constitution governs our participation in political activities. The
United States Supreme Court has recognized the right of a state to restrict such activity in order to
avoid the appearance of such support. This means that classified state employees must avoid the ACTUAL
support of a candidate, party, or faction, and avoid the APPEARANCE of giving such support.
General Circular 2014-021
details the “do’s and don’ts” for all state employees regarding political activity. State Civil Service
has also produced a video titled Political Do’s and Don’ts for Classified Employees, which you can view
on the State Civil Service YouTube channel.

Office Closure – The Louisiana Department of State Civil Service and the Baton Rouge
Testing and Recruiting Office will be closed on Thursday, November 27, 2014 for the observance of Thanksgiving
Day and on Friday, November 28, 2014 for the observance of Acadian Day. There will
be no Civil Service testing on these days.
